Photoshop Elements & Premier downloads won't extract installation files

I have downloaded Photoshop Elements 2018 and Premier Elements 2018 trial versions and when I try to run the installation program I get the message that "There is a problem extracting some file.  Check available space on your computer and the write privileges on the destination folder."

I am also trying to reinstall Photoshop Elements 12 and I get the same message.

I have tried installing the installation media on other folders and drives.  My C: hard drive has 950GB available.  I have also tried running the downloaded files as administrator and I get the same result.

Something is preventing the software from extracting the files and I can't figure it out.  Please help.

I had these errors in the PSE12 STI Installer 12.0 10-21-2017.log file on my desktop computer.:

ERROR: Cannot load AMT config file 'C:\Program Files (x86)\Adobe\Adobe Sync\application.xml'

ERROR: Source file does not exist in CopyFileFromSourceToDestination

ERROR: Unable to copy AMT config file 'C:\Program Files (x86)\Adobe\Adobe Sync\application.xml' to pcf folder 'C:\Program Files (x86)\Common Files\Adobe\PCF\{COSY-2.4.3-32-ADBEADBEADBEADBEADBEAD}.V7{}CoreSync-2.4.1-Win-GM.xml'

Wilson6007 if you are receiving an error that there is insufficient space to extract the necessary files, but you have plenty of disk space remaining, then please review the settings of any installed anti-virus software titles.  It is likely they are preventing files from being moved from the temp directory during the installation process.

If you continue to face difficulties then please review the installation log for Photoshop Elements 2018.  For information on how to locate the installation log see Troubleshoot install using logs in Photoshop Elements .  You are welcome to post any new errors you discover Wilson6007.

This answer may or may not be correct.  I have examined the logs and see one error message but haven't found out why this is happening.  There is one file that is apparently missing that it tries to copy but I can't figure out why.

Here is my experience so far:

1. On three separate computers I get the same error after downloading the Photoshop Elements 12 editor files and trying to run the exe file.  The three computers are my desktop and two laptops.  They all have adequate space on the hard drive and are configured the same.

2. When I downloaded the installation files for Photoshop Elements 2018 editor trial, it installed correctly on my desktop and one laptop.  However, when I downloaded the Photoshop Premier 2018 trial onto my desktop, I got the same error.

Here is what might be a clue.  All three computers are running the latest Windows 10 Fall Creators update operating system.  I know that Microsoft has added some additional protections to this addition to prevent ransom ware and other security issues so I'm wondering if that has something to do with the problem I am encountering.  I have tried running the installation with administrator privileges and also with Norton Security turned off.  Windows Defender is also turned off.  No luck.

I eventually was able to re-install Photoshop Elements 12 on my desktop as I found the installation files already extracted in a folder on an old laptop. I copied these files from the old laptop to the desktop and ran the setup.exe file and it installed correctly.

I also tried downloading the Photoshop Elements 12 files again from Adobe to the old laptop and running them again.  When I ran it I got the same message that I needed to check file space and permissions.  This leads me to believe the problem might be with some of the updates to new versions of Windows 10 because I had also updated the old laptop to the new Windows 10 Fall Creators Update that came out this month.
