Lucky5, what version of Photoshop are you attempting to install? Do you have a Creative Cloud membership?  If so, what type of Creative Çloud membership are you using?

Thanks for the clarification. Please make sure the computer has access to the servers and ports listed in https://helpx.adobe.com/enterprise/kb/network-endpoints.html if you wish to evaluate an individual membership.  Error 182 is likely occurring because access is being blocked or restricted.
