Photoshop freezes at 7%

I am trying to download photoshop through crative cloud but everytime i start it, it will freeze at 7% and will never go past that.

    What that 7% percent mean ??,

    If its a 7% battery and if you are using the Windows operating system 
    I would suggest you use all the Adobe software with Charger connected 
    why?

    Because adobe software runs on Graphics Processing Unit (Mostly)
    GPU highly consumes power though you must connect power/charger 
    to use Adobe softwares

    while installing, disable your windows defender and also any other antivirus programs. they often cause problems while installing.
