Photoshop Install stops at 84% or 79%

I have Windows 10, creative cloud has been installed but I cannot access Photoshop even though I have paid for it. The installation stops at 79% or 84% each time.

I have tried adding a different user login as administrator on my Laptop- the installation is still halted.
