Photoshop installation " Windows security, these files can't be opened" ?

Every time I try to download Photoshop a message appears saying " Windows Security, these files can't be opened, you internet security settings preventing one or more files from being opened" I've tried everything from disabling specific security settings to allowing the download to pass through the internet security fire wall. Any help would be appreciated.

Tdc01089 what version of Photoshop are you trying to install?  If it is Photoshop CC 2014 or Photoshop CC then please use the Creative Cloud Desktop application.  You can find more details at Install and update apps - https://helpx.adobe.com/creative-cloud/help/install-apps.html.

Yes I have already downloaded the Creative Cloud Desktop application and when I click "Install" for Photoshop CC 2014 it still says " Windows Security, these files can't be opened, you internet security settings preventing one or more files from being opened"........
