Photoshop update failed - uninstalled and now can't reinstall

I have updates for cc2017 that have failed.. one being photoshop and the other AI.  I tried uninstalling photoshop through the Creative cloud and it didn't properly install on the computer as it's still listed under program files / adobe and when I try to install it it fails because the folder already exists.

I can't delete the folder because even in administrator mode in Windows 10 it says I don't have permission.

So I'm stuck.. I can't delete the folder, I can't install photoshop and when I update Illustrator It says the same thing it fails because the folder already exists.

Adobe Creative Cloud desktop application lists uninstalled Adobe apps as up to date

if you get to solution 4, do this:

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

use the desktop app to install your cc programs/trials

Your instructions worked!  just loading everything back in now and photoshop just installed.
