For anyone else having this problem, here is a comment I found that solved it for me instantly.
you probably need to install rosetta 2. among the ways to do this is to start Photoshop with the Intel version. here are two other ways, How to Install Rosetta 2 on Apple Silicon Macs (osxdaily.com)
that's been the solution to a recent surge in mac problems (with new apple silicon macs) caused by premiere pro (and after effects) installs resulting in exit code 183.
there are also the older problems
...To fix these errors, follow the given steps.
Create a new local user account with administrator privileges for your machine.
Windows 10: See Create a local user account in Windows 10.
Windows 8 and Windows 7: See Create a user account.
macOS: See Set up users, guests, and groups on your Mac.
Sign in to your machine using that account.
Uninstall the Creative Cloud desktop app using the Creative Cloud desktop app uninstaller.
Download the Creative Cloud desktop app.
If you're using Windows, you may be pro

there are also the older problems and fixes, https://helpx.adobe.com/download-install/kb/fix-error-183.html,
but you should try the rosetta 2 install first, because it's (the lack of) most likely the cause of your problem and the fix.
