Premiere Pro will not get past 4%

I have tried everything, uninstalled creative cloud deleted every adobe related file on my system, rebooted, redownloaded creative cloud, and its the same error. Premiere Pro will get to 4% and then just freeze permanently.  Im able to download Acrobat Reader, and I've had Premiere Rush installed and used that program.

 

I do have a windows 10 computer x64, the computer is fine, shows that hardware is not the issue.. any ideas?? please help!!

What are the hard drives (how many, what kind, what is on each, what capacity, and how full)?

If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

Thank you, I do have NVIDIA, i have 2 HDD. 1 is 1TB with 400GB free , that is the HDD i'm trying to install on
