Problem updating Creative Cloud desktop app and installing Premiere Pro

Hello, it's 2 days that I am trying to find solutions to this problem and I hope someone can help me. The Error code is 146. The error log for the problem with installing Premiere Pro is the following:

Try setting correct permissions to the specified file/folder or parent folder, so that admin has rights to modify it.

this error usually occurs when the installer is unable to move a file from the temporary folder where it was first downloaded (C:\adobeTemp\...) to the destination (C:\Program Files\Common Files\Adobe\...). The reason for that can range from "an overly protective antivirus" to "incorrectly set folder permissions". The latter appears to be the reason.
