Problem with installing Lightroom 6 on new PC

I have Lightroom 6 on CD-ROM with perpetual licence (2016). It stopped working on my old PC. I bought a new one, with recommended by the Adobe consultant OS Windows Home 10 (not the WH 11!). Then I installed successfully LR6 on a brand new PC (in order to avoid any interference, PC is still without any other software except the OS), but when I want to open it, it requires to sign in on Adobe website (see attached screenshot). Unfortunately, even after signing in (I attached the screenshot), nothing happens - it still asks for signing in and LR6 does not open. I tried to sign in several times, the same result. I want to use my perpetual licence and don't want to buy subscription. What shall I do?

Get an old computer for which LR6 was intended. 

Save your Win11 machine for use with modern software.

My old computer stopped working. I bought a new one, but with originally installed older OS, as I was informed by the Adobe consultant (it took some time to find it). There is information that LR6 runs under WH10. I don't want to pay for any monthly or annual options. I want to use my perpetual license and I should be able to do so on the older OS I actually have. Thus, please let me know what shall I do to use the LR6 on my computer with old OS WH10.

Which is more important to you? 

1) A safe & secure operating system that provides you with a stable computing experience & all the modern features?

2) Clinging to outdated legacy apps from 13+ years ago?

You can't have it both ways. This is the decision that you must make. Choose wisely.

Update to WH11? I was informed that it will not run under WH11. I use Chrome.

Finally, the screen change and open "Adobe Software License Agreement" (attached screenshot). After choosing "Accept", the window closes and nothing happens. When I try to open LR6 one more time, it comes back to the first screen that requires to sign-in.
