PS menu items don't work

When I am in LR CC I often use the Photo > Edit In > Edit in Photoshop cc 2019 option to begin editing the selected photo in PS. It worked fine until the download of the latest versions of LR and PS. Now when use this sequence PS starts up but when I go to any item on a menu in PS the menus show but I can't select anything from them. I can only get this to work right if I open PS by itself and then open the corresponding file in PS. So communication between LR and PS is now corrupted.

How can this be fixed?

It actually works the best if you open Photoshop first. Let it fully open, then open Lightroom and go from there. No glitches have been seen when you go that route.

This is a known bug. Adobe is working on it.

Opening both LR and PS CC 2019 first then clicking "Edit in..." is the workaround for now.

Thank you all for the clarification. I'll go with the work around then.

I'm surprised they haven't fixed this yet. It's been over a month I think since the last update.

Try Restore Preferences.

Failing that, you may need to uninstall & reinstall both apps.  Make sure to reboot your computer after each routine.
