Purchase & Download The Adobe Photoshop CC (Latest version)

I am new in Photoshop and want to purchase and download "The Adobe Photoshop CC". But, in Adobe web site in Turkish  version, it shows and indicates the price per month basis@. I want to pay full coverage and purchase the software of Adobe Photoshop CC and keep it in my Mac and not to pay every month. In the meantime I do not prefer to use cloud storage for the time being, perhaps in future. Cannot I purchase this way? Thank you for your help and explanations beforehand.
