Hi ,
I Would like to just buy a standalone copy, not enter into a monthly agreement for storage in a cloud I don't need.
Am I reading the process all wrong? This seems to be the only option I've been given when trying to buy photoshop.
Can someone here help?

‌You may still be able to get PS CS6 directly from Adobe.
Regarding the Creative Cloud applications, you don't have to be connected to use them. You download the application in the normal way, and the system automatically checks (once a month I think) that you're up-to-date with your subscription. It's very straightforward and you have quick access to updates. And, if you don't want to use the software for a bit, you can suspend payment till you need it again.

You could buy Photoshop Elements 14 as a standalone application for around $70.

Yes, it's Photoshop lite, but unless you're a Photoshop power user it will probably do you!

Can I get Photoshop without CC for a single upfront cost?
That is buy the program. Without any monthly costs. Without obligatory connection to a cloud.
I have hard drives.

Derek is right – there is no obligatory connection to the cloud with Photoshop CC. That is one of the common myths about Creative Cloud.
The CC software only checks for revalidation every 99 days for annual subscriptions:
Internet connectivity, offline grace period, and reminders | Adobe Creative Cloud apps
So that's it. But you don't need to use or store anything online or in the cloud if you don't wish to.
