I have similar problem... Adobe Customer Care is good for nothing... I contacted several times in the last month... and I can't use my purchased software (and for new I pay 61€/month...),. it's incredible...

It is not Adobe's fault that you lost your serial number
Since a serial number is required to install non-Cloud programs it is up to YOU to safeguard your number

If you don't know, after release of new Creative Cloud subscription some year ago, Encore was distributed as a part of the entire suite... We could download and install it as/with CS6 version of premiere pro, WITHOUT any serial number...
ADOBE not provided any serial for individual program included in the CC...
Also because if there was a serial it MUST be recovered in our subscitption on adobe site... but there is not...

Premiere Pro CS6 and the bundled Encore that were installed as part of a Cloud subscription were handled by the Cloud program... there never WAS a serial number for those special versions, so there is no serial number to recover to be able to install the program independent of the Cloud
When Adobe stopped offering PPro/Encore with a Cloud subscription, that meant that when a Cloud update removed that special activation there was no longer any way to use Encore... except for people who purchased CS6 to be able to install the program OUTSIDE the Cloud, and enter the purchased serial number for activation

Thanks a lot, also for alternative, that i'm exploring in this day with a trial.
I have 2 PCs with CC (& encore) installed and only in 1 I have the problem to lack of serial reported by Encore (but I need can use it on both PCs), so I ask for solution direct to Adobe support... but I felt as a flippe ball...without solution.
I must migrate to aothe software... i know, and I know that DVD& BD use will be discontinued but I hope I can continue to use Encore until we must re-install in a fresh new windows/mac machine...

If I can help someone I solved, myself... now!... maybe with luck ...
I try to copy amdlib.dll from another CC suite program (in my case Indesign 2021) to Encore folder.
At first start Encore ask me to connect/login qith my subscribed email (related to my CC purchased subsc.).
After this the program apper as "re-activated"...and now works fine once again...
