Keep getting this on my Win 7 64 bit and Win 10 64 bit. Can’t get it to install??

Some people have theorized that the problem you're experiencing happens because PSE1.0.1 reads only the first number in the version of Internet Explorer on your computer. Therefore, if you have IE10 or IE11 (which you probably do), Elements assumes you have IE1 and returns the error "You need to install Internet Explorer 4.0 or higher.". Therefore, if compatibility mode doesn't work, it is possible you might bypass the installation issue by temporarily downgrading the version of Internet Explorer on your machine. Again... no guarantee, and... fair warning... I'm a Mac user, so I haven't tried this myself.
If this doesn't answer your question about why PSE1.0.1 won't install, please be more specific about the issue you're experiencing. Are you getting an error message? Post a screenshot if possible by clicking the "insert image" icon at the top of the comment panel and choosing the appropriate file to upload.
