I am having this same issue, but on a mac. I was able to uninstall some 2017 CC apps, but not all. I went to the Contact Customer Care link and it just takes me in a circle and back here. So useless.
uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
