Hi Jeff,
I am having similar problem as well.
While there is no problem launching Photoshop, illustrator etc.
There is problem launching Acrobat and Distiller.
It would display an empty Adobe Software License Agreement.
I have checked, languages, locations, restarted and even reinstalled the apps.
But the problem persisted.
Any other advices?

Branching this to a separate discussion as the first discussion was regarding being prompted to enter a serial number.
Ian can you provide more details? Which operating system are you using? What have you tried so far to accept the license agreement?

Hi Ian Soh,
Please try to launch any other product which is part of the Creative cloud or Creative suite and deactivate it via Help > Sign out. Quit the application. Then, launch Acrobat and accept the EULA and it should work.
