Have rebuilt PC with new motherboard and now Adobe want me to deactivate Lightroom on old PC as I also have it installed on Laptop.

How can I deactivate old installation as phone support not available for stand alone Lightroom 6

Either you can solve this using your Adobe account or you need to contact adobe directly: Contact Customer Care

Phone support may or may not be available, but activation/deactivation support is. I suppose that Adobe can manually deactivate your Licenses of your desktop.
