redemption code not active

I recently purchased Photoshop Elements 11 on Ebay from a surplus software dealer. When I enter the redemption code, it states that the code is not active. The seller states that he contacted Adobe before listing & was told that it would not be a problem. The seller suggested I contact Adobe for resolution.

Thanks for your response, however, I've already been through this link a dozen times & it doesn't answer my question. It tells me how to redeem, not what to do when it doesn't redeem.
