reinstall and activate cs3

i am trying to install cs3 on a new windows 10 computer. I have gotten the new serial number and followed the steps down loading the two items. I opened and ran the executables for both downloads. They both said they were successful, but ran very quickly. I got some information files from the second download, however nothing installed. i have tried the new installer several times, but nothing downloads or installs. What am I not doing?

uninstall cs3 (using the uninstaller)

clean per http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html

remove the cache.db file from Program Files (x86)/Common Files/Adobe/Adobe PCD/cache/

restart your computer

reinstall the downloaded cs3.
