Reinstalling photoshop elements with product code, will not work through download

Hello I was wondering if any one can help me as I just can't figure this out! I have photoshop elements 12, had to reinstall my computer after a virus. I know there is a link to download the software problem is - it won't open! I tried opening the file(s) and it just says (adobe reader could not open photo shop elements.... because it is either not a supported file type or because the file has been damaged (for example it was sent as an email attachment and not correctly decided".

I have tried removing the files and clearing the cache as suggested but it hasn't made a different, I have next to know knowledge on what to do! Thank you.

Hello this is what I tried to do and that's the message that was came up when I tried to open it. (All I meant with the product code is that I didn't have a cd to set it up with) thank you for your help.
