Reinstalling PS 13 on my new laptop as my old is broken. It says the I need to deactivate but how?

I have had photoshop elements 13 for a long time it did the job I needed it for. I may have reinstalled it on my older computers that I threw away. My recent laptop that I had on is broken, so cannot login to deactivate the serial number there. I have new laptop and I an trying to get all software there including PS13, but it says " The serial number is already in use by maximum allowed computers, you need to deactivate another computer to use this product. "

But how do I do that if my old computer is broken. I never saw this message in the past when I used my prior computers. None of the computers are operational. 

Can Adobe folks reset the flat of activation needed? I chatting with support and they asked me to post this in the forum. 

This is annoying.
