With no other info to go on... you need to contact Adobe Support either by chat or via phone when you have serial number and activation issues.

Hi kturn,
Please provide more details like name of the product which you are installing, what is the exact error message? Is it creative cloud which you are installing? Creative cloud would not need serial number to install the software.
