Setting up Photoshop Elements after DirectX error

When I try to open Photoshop Elements, I get an error message saying first I must download Microsoft Direct X.  But when I attempt to download Microsoft DirectX, I get an error message saying it is not compatable on my PC which runs Windows 8.1.

Install Direct X from Download DirectX End-User Runtime Web Installer from Official Microsoft Download Center
