Setup file will not run, stating that a file may be missing. How to get setup to initiate?

I'm running Windows & and downloaded CS6 Master Collection and when I try to run the setup file, I get an error stating that a file may be missing and to download and run a couple of potential fixes.  I did so, but I ge the same error.  I tried only downloading Photoshop 6 and running that setup file but get the same result.  I run other non-Adobe product setup files with no problems.  What can I do to get the setup file to run?

move the setup file(s) to your destop and click "run as administrator".

if that fails, you probably have a corrupt download and should redownload the installation file.

Thanks for your help.  I'm not on my machine at home so I'll attach a screenshot when I get there.  I appreciate your help and will provide more info but it will be a few hours from now.
