signing into legacy Photoshop programs (CS 6)

I use Windows 7 because of legacy equipment.  I have been using Photoshop CS 6 with Windows 7 for for a few years.  I bought her perpetual license for my other computer that does not run CS6.  Now Adobe Creative Cloud wants me to sign in before I can get into the Photoshop program.  It says “validating license status online” and I click “yes”, but the little wheel in the window keeps turning and does nothing.  Please, what do I need to do to get into my CS6 version of Photoshop?

If you bought CS6 recently, that is to say within the last 6 to 7 years, you've been scammed. CS6 hasn't been legally available, anywhere, since 2018 or 2019, when the serial numbers originally issued by Adobe were all gone.

Anything newer is pirated.

Thanks for your kind answer!

This was the original CS6 I bought from Adobe when it first became
available. I am puzzled as to why it quit booting up and now wants me to
sign in--which I did, but that only led me to my current Photoshop program
and seemed to have no effect whatever getting into CS6. No one seems to
know what to do (especially me!). I have to use CS6 for Win 7 in order to
get into a couple of legacy programs that will not work on browsers after
Win 7, like my Nikon CoolScan.
Thanks again!

you need updated security fixes for online activation.  it's easier using offline a tivation:

disconnect the installed computer from the internet

Launch the product.

At the Serial Number Validation screen, click Having Trouble Connecting To The Internet.

Click Offline Activation and click Generate a Response Code.

Write down the Request Code.

Switch to an online computer and navigate to www.adobe.com/go/getactivated.

Click Offline Activation.

Sign in with your Adobe ID.

Enter your Request code and click Generate.

Write down the Response code.

Switch back to the offline computer.

Enter the Response Code and click Activate.
