Greetings, I want to purchase creative cloud for all applications. I need to use both ipad and computer at the same time. Can I use ipad and pc at the same time for photoshop.

The mobile versions of the apps have nothing to do with the desktop versions. They are completely different products, but are all included in a CC subscription. So yes, you can use them "at the same time".

The Photoshop Desktop app and Photoshop for iPad are two different apps, you can use them simultaneously without a problem.
For other apps, you're allowed to use them on 2 devices simultaneously ( for example Photoshop on a Windows Machine and on a Mac )

Sorry, don't get it. If already paid cloud bundle in computer, do I still need to pay for photoshop in my ipad under the same account?

if you purchased from adobe (and not an app store), you get the desktop and mobile versions.
