Greetings, I want to purchase creative cloud for all applications. I need to use both ipad and computer at the same time. Can I use ipad and pc at the same time for photoshop.

The mobile versions of the apps have nothing to do with the desktop versions. They are completely different products, but are all included in a CC subscription. So yes, you can use them "at the same time".

The Photoshop Desktop app and Photoshop for iPad are two different apps, you can use them simultaneously without a problem.
For other apps, you're allowed to use them on 2 devices simultaneously ( for example Photoshop on a Windows Machine and on a Mac )

I'm trying to do that, but every time I sign in and put the same email address, it doesn't put the same subscription. Like I have a subscription on my computer, but when I log in with the same email, it just says, "create account"

And then I press create account and it acts like o just created an entirely separate account and that I don't have a subscription
