Still getting error code 189

Hi
I have freed up space, reinstalled the creative cloud app and I still get error code 189.
Where should I go from here? Cannot find anything on the forums and if you find any, please point me in the right direction!

if you have win 7 or better, or mac 10.10 or better,

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

use the desktop app to install your cc programs/trials

is that correct?  you only have 470mb free on your c drive?
