I'm having this issue as well with no luck from the proposed solutions so far.
I'm fully up to date with Windows updates.
I have the latest Creative Cloud app.
I have reinstalled literally every year's worth of the VS runtimes in both x63 and x86.
This is only happening with Premiere and After Effects. Other programs like Photoshop, Illustrator, and Bridge are opening just fine. Is this something to do with the Media Encoder perhaps?

Run the Adobe Cleaner tool to remove old apps and reinstall Premier Pro, etc...

I used the tool and got Premiere and After Effects fully removed... restarted, reinstalled... SAME ERROR.
None of the proposed solutions are helping. What the heck is going on???
I HAVE CLIENTS WAITING FOR VIDEOS!!!

Same problem. I think it coincided with a Windows update. I'm uninstalling all Adobe products and starting over... Let's see.

There was another DLL missing, LogiLDA.dll. Even after uninstalling all of Adobe products, I still get that error. Back to the drawing board.

If it was working OK before, maybe you should Restore Windows to a point before the update.

I was mistaken, the Windows update hadn't gone through, so that's not what caused the problem. I did do an ASUS update and a NVIDIA driver update the date before the problem started. I reinstalled the NVIDIA DRIVER and still no luck. I also went ahead an ran the Windows Update and still no luck.

I uninstalled every Adobe, ran CCleaner to erase unnecessary files, reinstalled CC and PPro and still same problem. The LogiLDA is from Logitec. I uninstalled Logi software and the missing dll pop up still shows up.

To people reading this thread: it is very specific to messages about MSVCP<something>.dll missing. It's no use trying to use it for any other error.

I was just trying to explain that at the same time i started getting the adobe missing dll I also got the logitech missing dll to see if that helped in figuring out the issue.
I was mistaken, my Windows has not updated recently, although it has a pending update that it never did. Maybe that will fix it.

I updated Windows and no luck. Previously I had tried installing C++ 2003 and that didn't work either.

What specific DLL errors do you now get, exactly? Including exactly any numbers in the DLL name?

MSVCP110.dll was not found. Try reinstalling software...
I tried re-installing all C++. Curiously the 2019 one was not installed at all.
I also found that CCXProcess was disabled in my startup. I enabled it.
Still no luck.

I reinstalled CC and PPro to see if it works now that the CCXProcess is enabled and that I had repaired all the C++ versions, but still no luck.

When I click on OPEN from CC app, the program doesn't even respond. I have to find PPro in the Windows pop up and from there it's where it gives me the same error.

I chatted with Adobe support and they helped me. I needed to repair all C++ programs, not just 2013. No need to download any new software, just go to the uninstaller and uninstall all of them, one at a time, but instead of uninstalling, repair them. Wait to reboot once all of them are repaired.

From ADOBE SUPPORT. This solves the problem
Please check with the below steps.
Search Control panel in the search box.
>Programs
>Programs and feature
>There will be 7 Microsoft C++ files with the computer icon in the list.
>You have to repair the files individually.
>Right click on the first file and click on Uninstall
>Click on Repair.
>Close
Please follow the steps for all the 7 files with the Computer Icon at the front.
Once the steps are performed please restart you PC and relaunch the application and check once.
