Branched your reply from http://forums.adobe.com/message/4830947#4830947 to a new discussion since the steps provided did not resolve it. Also moved to the Downloading, Installing, Setting Up forum. They will be able to help you here with getting Acrobat installed and running.

Which version of Acrobat are you trying to install?  Also since you attempted to use the Clean tool what version of Windows are you using?  Finally do you receive any error messages during the installation process?

trying to install XI Pro - the problem arose when I tried to view an acrobat doc on safari - I got a message that I needed to open the application, agree to the terms - I opened the app (for XI Pro previously installed) the agree box came up with no text and was not clickable... tried it a couple times - wouldn't work. Did and uninstall on XI Pro - tried to reinstall through cloud - it said it was already installed. Used the clean tool on my Mac OS 10.8.2 for that app - tried to reinstall - no luck. Ran the uninstall versions 9 and 10 also - tried to reinstall and the app manager says I still have it installed and won't allow for reinstall

How did you uninstall the software?  Did you utilize the uninstaller in Applications/Utilties/Adobe Installers?  If not please try running the uninstaller from there as it should then allow you to reinstall the software.

In regards to a clean tool for Mac OS I believe you are referring too CS Cleaner Tool for installation problems | CCM, CS6, CS5.5, CS5, CS4, CS3 - http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html instead of the Acrobat Cleaner tool which is Windows only.  It is unlikely that this cleaner tool would affect your installation of Acrobat.

Finally for the issue with the EULA being blank please see Blank EULA screen appears on Acrobat XI launch - http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation-problems.html in case you end up facing this difficulty again in the future.

I had uninstalled it from the uninstall in the applications folder.

I uninstalled from here Applications/Utilties/Adobe Installers as you instructed and it worked - XI Pro is now downloading...

and yes it was the CS cleaner tool - as suggested in the doc

http://helpx.adobe.com/creative-suite/kb/cs5-cleaner-tool-installation -problems.html

that I had run earlier..

thanks for your assistance!
