Unable to download creative cloud, how do I contact support?

I had creative cloud before. Renewed my subscription and tried to update my apps. Would not work. So, I uninstalled everything. Used the Adobe Creative Cloud Cleaner Tool, restarted my computer and still unable to reinstall my creative cloud. At this point, I would like to contact someone for a refund. Does anyone have the phone number to support?
