Unable to Install Captivate [Why is Captivate not included in the Cloud All Apps plan?]

I want to know when all applications stopped meaning all applications.  I recently purchase All Applications and prepaid for 1 year.  When you land on adobes website the first thing a person clicks is Adobe Creativity & Design.  Then I see view all plans and pricing so naturally I want to see.  I see all apps.  To me and Im pretty sure most of the US all means everything and apps means applications so naturally I think sure sign me up for that because I use all of adobes applications.  I have purchased eLearning and Masters suites in the past so when I seen the chance to sub and get ALL APPS I of course dove in.

Turns out All no longer means ALL and apparently captivate is not a application.  So I called adobes support and turns out Captivate is under a different location than creativity and design.  Seems odd all the years I used captivate I figured I was designing and being creative.

I called for help but the people didn't understand what I was talking about and I had a hard time understanding them.  I wanted to know why all apps did not include all applications.

Im hoping a adobe rep could let me know what steps I can take to potentially fix this or if nothing can be done and Captivate is not part of All Apps please fix the website view all pricing make sure it shows that captivate is not part of all apps.. Even if you have to show it as its own plan at least your customers would not then assume all apps means all apps.
