UNABLE TO LAUNCH ADOBE CREATIVE CLOUD

My  adobe creative cloud desktop app does not start. It still has the revolving 'loading image' even after an hour of installation. I have tried all alternatives right from repairing it and uninstalling and reinstalling it.
