Unable to log in

I am unable to log into my adobe account only when I am using photoshop. It gives an error 400. I have uninstalled and reinstalled already. I can log into my account otherwise just not when I am using photoshop. I want to be able to view helpful videos and tips like I used to.

use a different browser and/or clear your adobe.com cookies.

I dont know what you mean with a different browser. I am having the error when I open the program itself. I am able to log in on the web, but when I am in editing photos, I am unable to log in with the program itself so I am unable to view tips or watch the helpful videos while editing.

Thank you but I am able to get past the welcome screen. Please see my pic.. I am editing and try to click the below right and this pops up to me to enter in my log in. Then I get error.

Bypass the Welcome Screen in Photoshop Elements (adobe.com)

p.s.  photoshop is not the same as photoshop elements.
