Unable to open Elements 2019 Installer after downloading & extracting files

Adobe Photoshop Elements 2019 Installation problem

Installation DVD purchased from Amazon does not work stating "Core components failed to install, download latest installer & try again"

Downloaded latest Elements 2019 files numerous times & failed again this time a message "Unable to proceed further as installer file may be damaged

I have the Adobe  product serial number on the DVD case but cannot download because of an installer problem in the software

    do you have a 64-bit os?

    if so, do you meet other install specs, System requirements | Adobe Photoshop Elements 2019 & Premiere Elements 2019

    64 Bit

    Processor i5 @3.1GHz

    8 GB Ram

    100 Gb free space on C Drive

    Tried twice to install as administrator after I extracted the download files just comes up with (error1) download latest elements 2019 installer

    cannot get the installer software to work
