Scenario
Installed CC 2014 and necessary programs successfully. Needed to update CC but NOT the other programs. Was unable to update CC, received Error Code:2. Ran CC Cleanup Tool to uninstall ONLY CC2014. Successfully removed CC2014. Unable to install CC, received Error Code:1. Ran CC Cleanup Tool and removed all Adobe Products. Unable to install CC. Received Error Code:1. CC Cleanup Tool is ineffective. CC and all Adobe Products removed from Programs and Features.
Please assist/advise.

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
use the desktop app to install your cc programs/trials

Thank you for the suggestions, kglad.
I have followed all of these steps and still unable to reinstall CC desktop app.
I should mention that while I am able to run Premiere Pro and Animator, I cannot uninstall them through Programs and Features as they do not show up in the list. I've attached a screenshot of my list of installed programs.
