I installed Photoshop Elements 13, signed in a bazillion times, but it refuses to open. It keeps bringing me back to sign in, repeat repeat repeat, I want to throw my laptop! The page the digital assassitant direcrected me to (Unable to sign in to Photoshop Elements 12, 13 (adobe.com)) told me to rename SLCache and SLStore, BUT WHAT DO I RENAME IT?!

Well, it seems that elements 13 is no longer supported AND it does not work on Windows 11.
So I guess I have to upgrade that too.
Disappointing as v 13 was working and serving me just find.

any rename will work. you can also try installing with compatibility mode

I tried that, I changed it to 'rename' out of spite and then the program wouldn't even open.

contact adobe support via chat so they can check your computer. there are 2 ways to contact adobe support; chat and twitter (now x):
chat:
if you have or want to purchase a subscription, use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
twitter/x:

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

I have a similar problem. New computer. I signed in and downloaded MY OWN previously purchased Elements 13. I have entered the serial number. The install tells me that the install was sucessful and it is ready to use. When I launch Elements 13, I am told that I have to sign in (already there), register the software (can't becuase it is already registered). I go around in circles. The Bot is not at all helpful.

Before you upgrade, try installing with Compatibility Mode as suggested by kglad.
I am not a techie and it took some time to find that but it installed elements 13 on my Windows 11 system.
I had upgraded before seeing his reply. But I have filed this away because I continue to migrate my software applications to the new system.
