Update failed, updates have been suppressed by the Administrator

I'm trying to update Illustrator CC, but when I launch the installer, I'm greeted with the following error message:

Update failed, updates have been suppressed by the Administrator

Now I understand that the solution would be to go and delete/rename AdobeUpdateAdminPrefs.dat. and that has indeed worked for other people who have had this same issue. However, if I do that, the file is instantly recreated after I launch the install again and I get the same message. If I rename the file, a new instance is created in the same location. How to fix this?
