Update Issues PS will not launch

Just updated Photoshop CC and Lightroom classic.  Photoshop will not launch from the desktop or from Creative Cloud.  I am dead in the water!  Any suggestions for a fix?

please try removing the Adobe-related certificates from the Windows Certificate Manager, https://helpx.adobe.com/download-install/kb/adobe-license-issues-keychain-credential-mgr.html

It worked!  Thanks.  i don't understand the technical of it, but I

appreciate your clear answer. I tried to indicate "correct nswer" on the

link, but was unable tofind a place to maked it.
