Upgrade plan to all programs with discount

Hello

I have the Premier Pro subscription, but now it is a 40% discount on all programs, but when I try to upgrade the plan to all programs it costs full price, is it that I do not get the discount if I subscribe already?

As far as I know (I do not work for Adobe) that kind of discount is only for new subscriptions
