I come from Turkey and currently study in Germany. Can I use my CC Student membership in Germany, if I buy it in Turkey?

As I understand you wish to know if you can CC subscription in Germany purchased from Turkey or not.

Yes, your CC membership is based from your home country so you can travel without any worries. Your access to your Creative Cloud service will not experience any interruption, plus your desktop apps will already be downloaded on your desktop for your use.
