Using Older Versions of Adobe CC Apps in Windows 8.1

Hi! I purchased an annual subscription to Adobe CC which includes all apps. I have Adobe Creative Cloud installed on my computer but I cannot download Photoshop, Illustrator, After Effects and Premiere. It says not compatible. I am using Windows 8.1 single language. Do I necessarily need to upgrade to Windows 10? Isn't there a way to use older versions?
