Wanted PS Elements and got PS Lightoom instead [Was: Have I been conned?]

In November, I bought a copy of "Adobe Photoshop Lightroom CC Plan" from the Amazon sale. This comes as a download with a code.

 

I installed it today and it has now shown me that there is no "Photoshop" element in this software whatsoever - it appears to be only "Lr" that it is downloading (a cataloguing software as far as I can see). I bought this thinking I was getting a copy of Lr (for processing Raw files) and a copy of Photoshop (for touching up images). Can someone please clarify what have bought? - I was looking for Lr and Photoshop but I don't think I've bought what I think I was getting!

There are a lot of plans, so check EXACTLY what you paid for.
They differ in the software included, AND the amount of Cloud Storage.
I observe none of them are called a "Photoshop Lightroom Plan". However, some parts of Adobe consider the full name of the product to be "Adobe Photoshop Lightroom". That's just Lightroom, e.g. here https://www.amazon.com/Adobe-Photoshop-Lightroom-Subscription-Download/dp/B076BBNCC6
Here are some examples, with US$ prices today:
- Photography Plan. $9.99/month. Lightroom, Photoshop, 20GB cloud storage

PS Elements is not part of the Creative Cloud.  It's a light version of Photoshop aimed at the consumer market. No subscription required.  Adobe is offering PSE at a 30% discount until January 7th, 2020.

Looking at the plans, the one I wanted was the Photography plan - do you know if it's possible to switch from one plan to another if they're similarly priced?

If you bought from Amazon then it's a prepaid "voucher" not a monthly payment; the voucher codes usually add 12 months of subscription fees to your account balance when you activate them, so Adobe may consider that you accepted the product when you entered the code. Amazon certainly do, and never give refunds. You'll have to talk direct to Adobe Customer Care by chat or phone, and see what they can do. Make sure to mention that the product name advertised on Amazon was ambiguous.
