What's causing all CC apps to open MUCH slower on a faster machine?

I'm running into an issue where my work machine opens all CC apps MUCH slower than my lower-spec home machine, and am currently trying my hardest to figure out why.

I've created an example video of opening a fresh instance of After Effects here, but all apps show similar issues... taking twice as long, or more, to open on a machine that is arguably twice as powerful.

Home PC:

Windows 10 Home

Intel Core i7-6700 Quad Core 3.40GHz

32GB RAM

Nvidia GTX 1080

Work PC:

Windows 10 Pro

AMD Ryzen Threadripper 2990WX 32 Core 3.00GHz

128GB RAM

Nvidia RTX 2080 Ti x2

Both machines have the most current OS updates and graphics card drivers, are running the same (most current) versions of all CC apps, and have the same plugins installed.

One specific symptom, that is interesting (and extremely frustrating), is that while any CC app is loading on my faster work machine, everything else becomes extremely unresponsive. The mouse will freeze in its tracks, and I can't move, interact with, or close any other open windows. Looking at the task manager, all activity (CPU/RAM) is hardly budging the entire time. Example video here. Edit: Sorry, I just realized that my ability to screen record seems to be getting affected during program-load as well, as this is really glitchy. Also, the mouse keeps circling, as I was hoping it would help illustrate when the "freezes" happen.

I've read through, and have tried a number of suggestions from various other "CC2019 is running slow" threads, but have yet to find anything that makes any noticeable difference.

I would rather not have to downgrade to CC2018, especially as 2019 is running as expected, and without issue, on my home machine.

Hard to pinpoint the issue sometimes, clutching at straws but maybe a software conflict?

Trial and error, if you haven't tried any of these already, eliminate them for your own sanity:

1) Disable all AV software, firewall anything running in the background thats not critical on the slow machine to see if it makes any significant difference

2) Is Windows Indexing running on both machines?

3) Check all drivers are up to date on slow machine

4) Check windows is up to date

5) Have a look thorugh Window services see if you can see anything different on the slower machine?

6) Check your RAM for errors on the slow machine

7) Have you looked in Windows Error Reporting to see if there's any indication of an issue?

Energize​, all good tips, thanks. And yes, it definitely feels like clutching at straws

Off your list, I've done #3, #4, and #7 (with nothing of note there).

I'll definitely check the others off the list tomorrow.


One other thing of note, and leads me to suspect it's not something like bad RAM, is that this only happens with Adobe CC programs. Other RAM and graphics intensive programs I'm using (namely 3ds Max) don't exhibit these same issues.

I have a sneaking suspicion it's related to something in #1, but need to coordinate with our IT to disable that stuff for testing.

Will keep y'all posted.

For anyone interested...

After a few more hours of digging around, and trying various tweaks, I finally threw in the towel, and called Adobe support directly. 


Within the first couple sentences, they told me that this was a know issue with the latest version of CC2019, specifically in combination with the 2080 series video cards... would have been great to see an official post about that somewhere prior to all this headache and hassle. Maybe I just missed it?

They suggested I roll back Premiere to 13.0.1, which I did, and which at least allowed me to open the program (I was getting a "could not find any capable video play modules" error).

They assured me that they are aware of the issue, are currently working on it, and expect that all apps should be updated and running properly with the next release, which is slated for sometime in April. Until then, all the apps will continue to open EXTREMELY slow, unless I decide to roll them all back, which I'd rather not do.

I'm going to wait until the next update to mark this solved, and will definitely be keeping my fingers crossed!

What is your disk subsystem?

Both machines are using single NTFS formatted, 2TB Samsung SSD as their primary/C/program drive. Secondary SSD for files/data.
