Where do I download Creative Cloud Packager?

I am trying to download Creative Cloud Packager to create an install package for Acrobat 12 Pro.  The FAQ says to log into licensing.adobe.com.  I log in and can see my licenses and software downloads but I do not see Creative Cloud Packager.  I see a Provisioning Toolkit but I don't think that is what I need.  Where do I find Creative Cloud Packager?

Download Creative Cloud Packager as follows:

If you are a Creative Cloud for teams customer, download Adobe Creative Cloud Packager from the Team Admin Portal in Adobe Creative Cloud.

If you are a Creative Cloud for Enterprise customer, download Adobe Creative Cloud Packager from the Adobe Licensing Website (LWS) or Enterprise Dashboard. You also get your enterprise license key from the LWS.

I't not in the download section of our LWS so maybe we are not an Enterprise customer.  Our membership agreement shows CLP 5.0 LICENSE PROGRAM - GOVERNMENT.  The reason I am looking for the Creative Cloud packager is I want to create an install package with our license key and not use this creative cloud sign in that pops up every time you try to open a a PDF.  the Police department is not to keen on cloud services and some workstations that use Acrobat Pro have internet blocked.  Can you offer a suggestion that will accomplish this?
