Adobe customer support says they can no longer provide Lightroom 9 or CC2020 direct download links, and directed me to the community forum to ask here.
The computer I have with enough storage to handle the volume of photos and videos can only be updated to ios High Sierra 10.13.
High Sierra is only compatable with Lightroom 9 or older. I tried Lightroom 8 (CC 2019) and it will not work with RAW files.
So I either need to figure out how to get Lightroom 9 or buy a new computer.

lr 9 might be available from prodesigntools.com*, but cc 2029 you have to get from adobe support. ie, try another agent.

follow the directions (esp, step 1)
save the install file. it may not remain online.

I already tried prodesigntools and found the 2019 download links (contains Lightroom 8). The website doesn't have the links for 2020 unfortunately - it has come up in the comments a few times and someone from the website has replied. I have tried twice with adobe chat, but may try again. Thanks for the reply

I am having the same problem with a MacOS 10.13.6 and High Sierra and not being able to install a newer than Classic 9 version. Some time back I had a subscription but I had to give it up because of my old system. Actually it's quite weird and customer-unfriendly of Adobe to just excluding customers who had installed their software who as a result of Adobe's policy were not able to upgrade their software. I would have appreciated it if Adobe had offered an alternative for users with an older version of the required OS software. Working with my photos has become impossibel for me now. What a shame!.

your only options for valid adobe install files are prodesigntools and adobe support. and prodesigntools has nothing later than. cc 2019.

Start saving for a new computer. Adobe no longer supports pre-Catalina Macs. And that may be changing soon as Ventura released last month.
Adobe expects all users to have current software, no more than 2 versions back.
Before you purchase, make sure your new computer meets the minimum CPU & GPU requirements. Most Creative Cloud apps work on:

you can install the latest and 1 version prior versions using the cc desktop app. you must have a subscription because previous versions are not available with trials. other versions are revealed after clicking file preferences>apps>tick show older apps (at panel bottom).
for versions prior to cc 2020, use prodesign tools.com*.
for versions between cc 2019 and one previous version, contact adobe support for links.**

be patient, it can take quite a while to reach a human
