First picture is a model preview, second picture is a render of first.

You cannot turn "one picture into an other". You need the 3d model database and need render. Programs doing that at the high end are Maya, Cinema 4D, ..., Blender.

As some programs at Adobe have 3D capabilities, I do not think that this is their primary battle field.

This said, you could try Adobe Dimension.
