acrobat is good for making invoices though what you showed can be made in other adobe programs like animate, illustrator and photoshop.

i don't use indesign so i recommend posting in the id forum for that answer.

InDesign can be used to create works such as posters or flyers, brochures, magazines, newspapers, books...
You could probably use it for your example chart, too. However, you could also create this in Photoshop easily.

I would say, use the software you're more comfortable with.
