Why digital river countries doesn't have Subscription manage page?

I recently was trying to cancel my subscription until 19th of this Jan to switch to another plan for different software but to my surprise, I was not able to get to the page for cancellation. Then I followed the instructions on the website and the switch and cancel page were not there as shown in the instructions. I contacted the customer care and they said that I belong to a country with the digital river (I don't even know what that means) and we are not provided with the manage page. My question is why? Do we pay less for the software or what? It's the same with Adobe stock!

"Digital River (including Digital River International SARL. and Digital River Taiwan and Digital River Korea) is an Adobe approved e-commerce reseller. You are buying Adobe products from a valid Adobe store and the e-commerce services for this store are provided by Digital River. Digital River is the merchant of record."

apparently there are hurdles for non-local businesses (eg, adobe) that try and sell to some countries (eg, the country you're in).  using a reseller off-loads those hurdles to someone else.

did you purchase via digital river or did you purchase directly from adobe or something else?

if you purcahsed from adobe, Manage your Creative Cloud membership

I purchased directly from the adobe site. Thank you for the link and I had tried this before many times but unfortunately, when I click the manage page button, it skips the switch/cancel plan page and takes me to the payment details page... The customers in India does not have the manage page option.... That's what the customer service agent told me. I just want to know why is that?
